In the table to the left, you can see two columns, a Biblical Author, (J, E, P, R, Dtn, and Dtr1) column and Frequency column.
The Biblical authors, per the so called Documentary Hypothesis, consist of at least 6 different (probably more) writers, who were designated by how they were using language .
The oldest texts are considered portions of the Torah that are designated as J. After J, came E, and then, depending on your view, either the D authors (responsible for Devarim/Deuteronomy) or P, primarily written by the Priests. The D authors were at least 3, (most likely more), while only 2 are listed here.
The letter R stands for the Redactor, the person who is believed having stitched all these fragments together to make the "Five Books of Moses" we now know as the Torah. Many scholars believe this was the Priest Ezra.
The Phrase, "Do Not Oppress the stranger, because you were once a stranger in Egypt" - in various formulations and phrasings - occur - per this author's calculations, 30 times in the Torah. No other expression comes even close to this frequency.
